Users are at the top most layer and Users can access and work on clouds services like Sales, Service, Marketing, and etc offered by Salesforce. 
Below this layer is the Platform layer where all our apps sit on top of that. It powered by the Metadata which which consists of Data services, APIs, Objects, and etc. 
Multitenant Cloud is used by Salesforce in the last layer. Multitenant means Salesforce sharing a core set of resources to all of our customer with the same computing power, data storage, no matters what's the size of your business?
